Horace Mann Administration Announcement for 2026-27 School Year

The Ottumwa Community School District is excited to announce that Kelli Phillips will assume the role of Principal at Horace Mann Elementary next school year, pending Board approval. Kelli will succeed Kristi Ridgway, who is transitioning to a new leadership position within the district. 

Since joining the team in 2009, Phillips has brought extensive knowledge and experience to her various leadership roles within the district. She has served as the Interim Principal at Pickwick Early Childhood Center, the PK-5 School Improvement Leader, and most recently, the Assistant Principal at Fahrney Elementary. A dedicated leader, Phillips focuses on creating a supportive environment for every learner. She has been instrumental in driving academic growth and promoting instructional excellence across all elementary schools. Known for her expertise in literacy and data analytics, Phillips is committed to ensuring that every student can thrive.

“I am excited and grateful for the opportunity to serve as Principal at Horace Mann and to work alongside its fantastic students and staff to continue a strong tradition of excellence. While I look forward to this next chapter, I will miss the incredible team at Fahrney. Leaving such a dedicated and passionate group is not easy. I attended Horace Mann as a student, so this truly is a full circle moment for me,” Phillips stated. 

Associate Superintendent Brad McCloskey praised the appointment, noting that Phillips reflects the high caliber of talent within the school district’s leadership. “Kelli Phillips is a passionate and visionary leader whose dedication to student achievement is evident in every role she has held within our district. We look forward to the leadership, expertise, and experience she will bring to Horace Mann,” said Associate Superintendent Brad McCloskey.
